Happy Year Two Thousand Fourteen! (or Twenty Fourteen)! 103年元旦最熱門的新聞(hot news)莫過於高速公路開始實施【計程收費】新制度。去年許多人還在使用的電子收費(ETC，Electronic Toll Collection)以及回數票(toll tickets)，通通走入歷史啦(They have become the history.)! 今天，我們要教大家相關的英語用法，讓大家的英語走在最前線，也可以用英語向外國友人介紹台灣全世界唯一全面使用電子計費的高速公路系統唷!
I. Vocabulary 相關字彙
1) 高速公路: highway 目前交通部台灣區國道高速公路局(Taiwan Area National Freeway Bureau, MOTC)使用的 “freeway”其實並不正確。根據Dictionary.com對 “freeway”這個字的定義，解釋為 “a toll-free highway”(免收費公路)，但早在計程收費實施前，高速公路已經收費39年了，怎可說是“free way”免費的道路呢?
2) 收費站: tollgate toll的意思是收費，而gate則是大門，所以狀似ㄇ字型的收費點就稱為tollgate(收費站)，在ETC啟用前都是人工收費系統(manual toll collection system)，啟用後劃分為現金/回數票道(cash/toll ticket lane)以及電子收費道 (ETC lane)。
3) 回數票: toll ticket 相信大家印象中ticket大多用在電影票(a movie ticket)、火車票(a train ticket)，或是罰單(traffic ticket)。但ticket本身就是含有票面價值的一張書面證明，表示持有人(holder)已經預付(pre-pay)或儲值(deposit)一定金額(amount)來履行相關行為(如搭車或進入特定場所)，當然如果是超速罰單(a speeding ticket)，就是用來通知你要去繳罰款(fine)。
3) 計費感應器: toll charging sensor 從電子收費上路後，就沒有所謂的人工收費了。取而代之的就是利用感應器“sensor”來計算行駛費用。在每個交流道(interchange)入口(entrance)以及出口(exit)皆架設有收費(charging)裝置，用來計算起點(starting point)以及迄點(ending point)總共的距離(total distance)。總距離乘上每公里費用(200公里以下每公里1.2元/以上則0.9/KM)，扣掉每日免費里程(daily free usage，目前是每日每車20KM)，以及裝設e-tag(electronic tag，電子計費標籤)的折扣(discount，目前為九折，ten percent off)，就是用路人(road users)要負擔的費用(fares/fees)。若不想自行計算，可參考http://fare.fetc.net.tw/進行費用查詢。
4) 計程收費: usage-based/distance-based toll payment 如果我們根據字面來翻譯，應該就是翻譯成小編所使用的usage-based(依據使用量)或distance-based(依照距離)的收費(toll payment)來使用，外國人應可以理解。但在ICRT (International Community Radio Taipei)在新聞播報時，他們使用 “pay as you go”(一上路就付費)的片語。而在香港則稱電子收費系統 (ERP，Electronic Road Pricing電子路程計價)。就像台北捷運 (MRT，Mass Rapid Transit)，紐約稱捷運做subway(地下鐵路)，在英國是underground(地下運輸系統)，而法國叫做metro(大都會運輸系統)一樣，只要字面意思讓人能理解，沒有所謂統一的用法。

II. 情境會話練習
(Jay and Howard are going to drive to Sun Moon Lake for Chinese New Year)
(傑和霍爾要開車去日月潭歡慶中國新年)
Jay: “Howard! Do you have toll tickets ready because we’re taking the highway.”
傑:「霍爾! 你有把回數票準備好了沒?我們要開高速公路去唷。」
Howard: “Don’t be silly! Didn’t you know the toll tickets are no longer used now
because the new “distance-based toll payment system” has been launched since December 30th, 2013?”
霍爾:「別鬧了!你不知道自民國102年12月30日計程收費上路(開始使用)後，回數票已經沒有在用了嗎?」
Jay: “Really? Then how can we pay the fares?”
傑:「真假!那我們怎麼付(使用)費啊?」
Howard: “No worries. The toll charging sensors on the entrance (starting point) and the exit (ending point) will calculate the fees for you and we will not stop at the toolgates to pay the fares. It’ll save us more time. Better yet, we also have daily free usage up to 20 KM (NTD24) for each vehicle, twenty-five percent off discount once the distance is over 200 KM, and 10 percent discount of the total fares if we install e-tag on our vehicles and the account has enough money for the payment!”
霍爾:「別擔心。交流道入口(起點)和出口(迄點)的計費感應器會幫你計算，而我們也不用在收費站停車繳費了。更好的是，每天每輛車都有20公里免費里程(台幣24元)、里程超過200公里後打七五折，以及安裝e-tag有足額打總費用9折的優惠唷!」
Jay: But my problem is that how can we pay? Can we pre-pay the payment or deposit some funds first?
傑:「但重點還是，我們要怎麼付費啊? 我們可以預付或先儲值嗎?」
Howard: “That’s smart of you to ask. And actually you can do that at the convenience stores or at the service areas.”
霍爾:「你還真聰明。你可以在超商或休息區儲值喔。」
Jay: “Sweet! Then let’s get our e-tag first and hit the road!”
傑:「太酷了! 那我們先去安裝e-tag然後就出發吧!」
